The Pennsylvania Horse Racing Association (PHRA) was formed by industry stakeholders to facilitate Pennsylvania’s horse breeding and racing industry branding campaign. Stakeholders collectively represent more than 10,000 owners and trainers of the horse racing industry in the Commonwealth. Leadership consists of representatives from the Meadows Standardbred Owners Association; the Pennsylvania Harness Horsemen’s Association; the Pennsylvania Horse Breeders Association; the Pennsylvania Horsemen’s Benevolent and Protective Association; the Pennsylvania Thoroughbred Horsemen’s Association; and the Standardbred Breeders Association of Pennsylvania.
These same entities also make up the Pennsylvania Equine Coalition — a group formed in 2009 to promote and protect the interests of horsemen — as well as Standardbred and Thoroughbred breeders to promote racing throughout the state. The State Horse Racing Commission and the Department of Agriculture are committed to reinvesting in PA Racing and will continue to develop Pennsylvania’s reputation as a superior place to breed, train, race and enjoy horses.
The Pennsylvania State Horse Racing Commission is an independent state government entity that represents a new era in Pennsylvania racing, with a commitment to grow the industry under a model of fiscal sustainability. Racing is managed under a common mission: to direct, regulate, secure and promote the horse racing and breeding industry in the Commonwealth. Pennsylvania racing boasts one of the best racing program in the country. The Commonwealth is home to six state-of-the-art racing and gaming complexes and hosts harness racing at 16 agriculture county fairs.
